Three notable events -- the late 2006 completion and occupancy of the OU-NOAA National Weather Center, the recent passing of former Governor and U.S. Senator Henry Bellmon and new funding from the American Recovery and Reinvestment Act (ARRA) -- have prompted the following explanation of this accomplishment.
